Roxana Y. Rivera, MD, is an oculoplastic surgeon specializing in reconstructive and cosmetic surgery of the eyelids, eye socket, and tear drainage system. She treats a variety of conditions including congenital defects, drooping eyelids, tumors, tear duct problems, injuries of the eyelids, tear drainage system, or eye socket, and reconstruction of the eyelids after cancer removal.

Dr. Rivera completed her medical degree with honors from the National University of Trujillo, School of Medicine in Peru. She then pursued fellowship training in pediatric ophthalmology and adult strabismus at Dalhousie University in Canada, followed by fellowship training in ophthalmic plastic, reconstructive, and orbital surgery at the University of Cincinnati University Hospital, Cincinnati Eye Institute, and Cincinnati Children’s Hospital Medical Center. Dr. Rivera is a member of the American Academy of Ophthalmology, American Medical Association, and Pan-American Association of Ophthalmology.

Located in Eastgate and Edgewood, Dr. Rivera offers her expertise to patients in Cincinnati and Northern Kentucky. My mother went to see Dr. Rivera three times in the past six months at CEI in late 2024/early 2025. Dr. Rivera saw her for tear duct surgery due to watery eyes. At each visit, Dr. Rivera was rude and failed to listen to my mom’s concerns. She lacked empathy and rushed through appointments without addressing my mom’s questions for follow-up and next steps. She didn't even introduce herself. Sadly, my mom is still experiencing the watery eyes, so the procedure was ineffective, and Dr. Rivera offered no solution moving forward. If you’re in search of an eye doctor, go elsewhere. We are lucky in Cincinnati to have multiple large health systems with plenty of options to consider.

I had a single appointment with Dr. Rivera at CEI in 2023, and unfortunately, it was a deeply disappointing experience. From the moment I arrived, I felt unfairly judged. Dr. Rivera did not introduce herself, nor did she offer a warm or welcoming demeanor. Instead, she was distant, cold, and seemed disengaged. At one point, she stated, “Insurance doesn’t pay for this,” implying an assumption about my financial situation without any basis. Her facial expressions and overall attitude made it clear that she did not take my concerns seriously, leaving me with the distinct impression that she believed I was wasting her time. I strongly believe that Dr. Rivera could benefit from greater awareness and education regarding the diverse economic backgrounds of her patients. Black wealth in America is significant, and there are millions of Black individuals who can and do invest in elective procedures such as plastic surgery. Following my appointment with Dr. Rivera, I chose to seek care elsewhere and had the procedure done by another plastic surgeon—happily paying twice as much in cash. As a minority herself, I would hope Dr. Rivera understands the importance of treating all patients with respect and dignity, regardless of assumptions or biases.

Dr. Rivera was an hour and 15 minutes late to our appt. When she came in she offered no apologies and no explanation for wasting my time. Then she was condescending and rude. Perhaps she was having a bad day but I would never let anyone operate on me who displays such lack of personal control. I left w/o checking out or following up. Really bad experience all around.

I loved how she answered all of my questions and offered to explain more. She's so busy and still takes the time with each of her patients. Even the surgical nurse commented in private, "I see a lot of surgeons and I wouldn't hesitate to send any of my family members to Dr. Rivera." That sold it!
